After some research , I found a cure.
> Close MSN messenger completely (so it does not show on the taskbar)
> Either make a batch file or open a command prompt and run these commands (i made a batch file to run on startup as it seems to be a permanent affliction with my install for some reason now)

regsvr32 /s Softpub.dll
regsvr32 /s Mssip32.dll
regsvr32 /s Initpki.dll
regsvr32 /s Mssip32.dll
regsvr32 /s Initpki.dll
The /s flag stops them opening a confirmation pop up.
Wait about a minute after they have run, then start MSN and try to sign in. With a bit of luck, that will be fixed now
