Admin CP redirects to a 404

I get the 404 error every time when im logging on the admin cp. I just installed a fresh install of IPB 3.1.1 and the "Redirecting..." page gives this URL admin/&/admin/index.php?

How can i fix, please this is urgent!

It's new IPB installation i've planned to convert from vBulletin.
The error only happens in admin cp redirects (so far as i know)

I actually meant to the forum itself. And if it only happens in the ACP, then feel free to msg a support tech/admin here acp info so that he/she may check further, if needed.

We had this same problem on our forums a while back. Did you recently change the url to access the forum? (etc.. mydomain.com/community to mydomain.com/forum)

I hope you understand what I am saying. For some reason when we changed the url to the forums it didn't change the URL to the ACP. When we went to our forums ACP (mydomain.com/forum/admin) and tried to log in it would redirect to our old URL (mydomain.com/community/admin/index.php?adsess=&app=core&module=login&do=login-complete)

You might see if that is the problem.
