[R]Global Template help? Where do I find?

Hi all,

Been awhile since I have been around here. I just recently finally upgraded to 3.1.4 and would like to put my rotating banner ad back up. I have attached a picture of where I would like it but not seeing where I can find the area in Global Template. Anyone know if it even would it be possible to put in this location?
